GSA Schedule 1. Program Manager A. Duties: Serves as the contractor's single contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting' Officer's Representative (COR), government management personnel and customer agency representatives. Responsible for formulation and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Shall be responsible for the overall con tract performance and shall not serve in any other capacity under this contract. B. Qualifications: A Bachelor's degree in Computer Science Information Systems, Engineering, Business or other related discipline is required. This position requires a minimum 10 years experience, of which all 10 years must be specialized. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multitask contracts and/or subcontracts of various types and complexity. General experience includes increasing responsibilities in information systems design and/or management. 1.With a Masters degree (in the fields described in section B above): 8 years of general experience, with at least 6 years of specialized experience, is required. 2.With a Ph.D. (in the fields described in B above): 5 years of general experience, with at least 4 years of specialized experience, is required. 2. Project Manager A. Duties: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. B. Qualifications: A Bachelor's degree in Computer Science Information Systems Engineering, Business, or other related discipline. This position requires a minimum of 8 years experience, with at least 6 years being specialized. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity. With 11 years general experience of which at least 5 years of specialized experience, a degree is not required. 3. Senior Information Engineer A. Duties: Applies business process improvement practices to reengineer methodologies' principles and business process modernization projects. Applies, as appropriate activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques. Assist in establishing standards for information systems procedures. Develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems. Constructs sound, logical business improvement opportunities consistent with corporate Information Management guiding principles, cost savings, and open system architecture objectives. Provides daily supervision and direction to staff. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of 6 years experience, with at least 4 years must be specialized. Specified experience. in information systems development, functional and data requirements analysis, systems analysis and design, programming, program design and documentation preparation. The following experience is also required: demonstrated experience in the implementation of information engineering projects; Systems analysis, design and programming using CASE and IE tools and methods, Systems planning, business information planning, and business analysis. Must demonstrate the ability to work independently or under only general direction. 1. With a Master's Degree (in the fields described in B above): 4 years of general experience, with at least 3 years of specialized experience, is required. 2. With a Ph.D. (in the fields described in B above): 2 years of general experience, with at least 1 year of specialized experience, is required. 3. With 10 years of general experience with at least 8 years of specialized experience, a degree is not required. 4. Senior Database Management Engineer A. Duties: Manages the development of data base projects. Plans and budgets staff and data base resources. When necessary, reallocates resources to maximize benefits. Prepares and delivers presentations on data base management systems (DBMS) concepts. Provides daily supervision and direction to support staff. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline. This position requires a minimum of 8 years experience, of which at least 6 years must be specialized. Specialized experience includes: demonstrated experience with DBMS design and system analysis current operating systems software internal and data manipulation languages. General experience includes increasing responsibilities in the development and maintenance of data base systems. l. With a Master's Degree (in the fields described in B above): 6 years of general experience, with at least 4 years of specialized experience, is required 2. With 10 years of general experience, of which at least 8 years is specialized experience, a degree is not required. 5. Database Management Specialist A. Duties: Provides highly technical expertise in the use of DBMS. Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods and security procedures for specific user applications. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline. This position requires a minimum of 4 years experience of which at least 2 years must be specialized. Specialized experience includes: demonstrated experience using current DBMS's technologies, application design utilizing various DBMS and experience with DBMS internals. General experience includes increasing responsibilities in DBMS systems analysis and programming. A demonstrated ability to work independently or under only general direction is required. 1. With a Master's Degree (in the fields described in B above): 3 years of general experience, with at least 2 years of specialized experience, is required. 2. With 6 years of general experience, of which at least 6 years is specialized experience, a degree is not required. 6. Data Entry/Administration Support A. Duties: Performs data entry via on-line data terminal, key-to-tape, key-to-disk, or a similar device. Verifies entered data, where applicable. B. Qualifications: Requires a high school diploma and 1 year of experience in data entry and verification. Typically required to work under supervision and direction. 1. An Associate of Arts (AA) degree in Computer Science or related study will be considered equivalent to 1/2 year of general experience. Formal specialized training may be substituted on the basis of one month of training for 1 month of experience, not to exceed 3 months. 7. Operations Manager A. Duties: Manages computer operations. Ensures production schedules are met. Ensures computer system resources are used effectively. Coordinates the resolution of production-related problems. Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services. Provides users with computer output. Supervises staff operations. B. Qualifications: A Bachelor's degree in Computer Science Information Systems, Engineering, Business or other related discipline. This position requires a minimum of 5 years experience with at least 3 years being specialized. Specialized experience includes: supervision and operations experience on a large-scale computer system, knowledge of hardware, software and operating systems. General experience includes operations experience on a large-scale computer system or a mullet-server local area network. 1. With a Master's Degree (in the fields described in B above): 3 years of general experience, with at least 2 years of specialized experience, is required. 2.With 7 years of general experience of which at least 5 years is specialized experience, a degree is not required. 8. Helpdesk Manager A. Duties: Provides daily supervision and direction to staff that are responsible for phone and in-person support to users in the areas of e-mail, directories, standard Windows desktop applications and applications developed or deployed under this contract. These personnel serve as the first point of contact for troubleshooting hardware/software PC and printer problems. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of 7 years experience. of which at least 5 years must be specialized. Specialized experience includes: management of helpdesks in a multi-server environment, comprehensive knowledge of PC operating systems, e.g., DOS, Windows, as well as networking and 'nail standards and supervision of helpdesk employees. General experience includes information Systems development, network and other work in the client/server field, or related fields. Demonstrated ability to communicate orally and in writing and possesses a positive customer service attitude. 1. With a Master's Degree (in the fields described in B above): 5 years general experience, with at least 3 years of specialized experience, is required. 2.With 10 years general experience, of which 8 of the 10 years is specialized, a degree is not required. 9. Helpdesk Specialist A. Duties: Provides phone and in-person support to users in the areas of e-mail, directories, standard windows desktop applications, and applications developed under this contract or predecessors. Serves as the initial point of contact for troubleshooting hardware/software PC and printer problems. B. Qualifications: An Associate's Degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required. This position requires a minimum of five years experience, of which at least 3 years must be specialized. Specialized experience includes: knowledge of PC operating systems, e.g., DOS, windows, as well as networking and mail standards and work on a helpdesk. General experience includes information systems development and other work in the client/server field, or related fields. Demonstrated ability to communicate orally and in writing and possesses a positive customer service attitude. 1.With a Bachelor's Degree (in the fields described in B above): 4 years general experience of which at least 2 years must be specialized experience is required. 2.With 8 years general experience of which at least 6 years is specialized, a degree is not required. 10. Hardware Specialist A. Duties: Reviews computer systems in terms of machine capabilities and man-machine interface. Prepares reports and studies concerning hardware. Prepares functional requirements and specifications for hardware acquisitions. Ensures that problems have been properly identified and solutions will satisfy the user's requirements. B. Qualifications. An Associate's Degree in Computer Science, Information Systems, Engineering, Business or another related discipline is required. This position requires a minimum of 4 years experience, of which at least 3 years must be specialized. Specialized experience includes: system analysis and evaluation of hardware abilities and configurations. General experience includes increasing responsibilities with ADP Systems, including systems analysis and programming. Must demonstrate the ability to work independently or under only general direction. 1. With a Bachelor's Degree (in the fields described in B above): 3 years of general experience, with at least 2 years of specialized experience, is required. 2.With 6 years general experience of which at least 4 years is specialized, a degree is not required. 11. Communications Network Manager A. Duties: Evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems. Provides technical expertise for performance and configuration of networks. Performs general LAN/MAN/WAN administration, provides technical leadership in the integration and test of complex large-scale computer integrated networks. Schedules conversions and cutovers, oversees network control center, supervises maintenance of systems as well as staff, and coordinates with all responsible users and sites. B. Qualifications: A Bachelor's Degree in Computer Science, Information systems, Engineering, Business, or other related discipline. This position requires a minimum of 7 years experience of which 5 years must be specialized. Specialized experience includes protocol analysis, knowledge of OSI protocols particularly TCP/IP, X.25, X.400, X.500. Experience with ATM frame relay, other knowledge with bridges, routers, gateways, FDDI, detailed knowledge of UNIX operating systems. Experience as a CNE or ECNE desirable. Specialized experience also includes: supervising the operation and maintenance of communication network systems, which may be mainframe, mini or client/server based. General experience includes all aspects of communication networks planning, installation, and support. 1. With a Master's Degree (in the fields described in B above): 5 years of general experience, with at least 3 years of specialized experience, is required. 2. With 11 years general experience of which at least 9 years is specialized, a degree is not required. 12. Senior Software Systems Engineer A. Duties: Provides specialized expertise within multiple systems software disciplines, as well as general knowledge of related disciplines, applications, implications, and customer areas. Responsible for performing in-depth analysis and technical support of systems software products including complex problem resolution, design, development, testing, operational integration and user support. Assist with customization, installation, maintenance, standard setting and optimizing product performance. Interact with support team to resolve problems and present solutions. Lead planning and conversions for new hardware/software products. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline. This position requires a minimum of 6 years experience, of which at least 4 years must be specialized. 1. With a Master's degree (in the fields described in B above): 4 years of general experience, with at least 3 years o specialized experienced, is required. 2. With a Ph.D. (in the fields described in B above): 2 years of general experience, with at least 1 year of specialized experience, is required. 3. With 10 years of general experience of which at least 8 years must be specialized experience, a degree is not required. 13. Sr. Business Process Reengineering Specialist A. Duties: Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. May be under the supervision and direction of a Principal Business Process Reengineering Specialist or may work independently. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development Management, or other related discipline. This position requires a minimum of 10 years experience, of which at least 8 years must be specialized. Specialized experience may include: facilitation, training, methodology development and evaluation, process reengineering across all phases, identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices and supervision of Business Process Reengineers. 1. With a Master's Degree (in the fields described in B above): 8 years of general experience, with at least 6 years of specialized experience, is required. 2. With a Ph.D. (in the fields described in B above): 6 years of general experience, with at least 5 years of specialized experience, is required. 3. With 13 years general experience of which at least 11 years is specialized, a degree is not required. 14. Senior Network Engineer A. Duties: Provides expertise in designing and implementing complex network solutions. Experience in network systems projects involving integration's of LANs and WANs and/or user network applications on distributed systems conforming with or supporting IEEE 802 standards. Technically competent in network security requirements, DOD standards protocols, LANs, WANs, reliability and maintainability, safety, test and evaluation, quality assurance, network topology, secure data communications, design integration engineering. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline..Certified Microsoft Windows 2000 Network or Microsoft Certified System Engineer (MCSE)..This position requires a minimum of 6 years experience, of which at least 4 years must be specialized. 1. With Master's degree (in the fields described in B above): 4 years of general experience, with at least 3 years of specialized experience, is required. 2. With a Ph.D. (in the fields described in B above): 2 years of general experience, with at.least 1 year of specialized experience, is required. 3. With 10 years of general experience, of which at least 7 years must be specialized experience, a degree is not required. 15. Operations Tech Analyst A. Duties: Analyzes customer needs to identify hardware configuration solutions. Resolves network hardware and software operations problems. Interacts with vendors concerning products and service levels. Coordinate with internal staff on implementations and problem resolutions. Participates in system implementations, conversions and studies. Monitors operations and procedures to identify problems and implement system enhancements. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline, and a minimum of 4 years of specialized experience.Certified Microsoft Windows 2000 Network or Microsoft Certified System Engineer (MCSE)..This position requires strong analytical, communications and problem solving skills. 1. With 5 years of general experience, a degree is not required. 16. Senior Systems Integrator A. Duties: Identifies and analyzes system requirements in terms of networking, application and hardware to support organizational goals. Integrates and configures multi-vendor network, application and hardware components to meet desktop functional requirements. Optimizes workstation configuration for use of standard and specialized applications and peripheral hardware. Supervises and coordinates efforts of Systems Integrator. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related discipline. This position requires a minimum of 9 years experience, of which at least 7 years must be specialized. Specialized experience includes: demonstrated experience with networking topologies and protocols, operating systems, and desktop applications and analysis and design of these tools in support of organizational goals. General experience includes end user support or training, information systems development, and a demonstrated ability to work independently or under only general direction. 1. With a Master's Degree (in the fields described in B above): 7 years general experience, of which at least 5 must be specialized. 2. With 12 years general experience, of which at least 9 years is specialized, a degree is not required. 17. Systems Integrator A. Duties: Integrates and configures multi-vendor network, application and hardware components to meet desktop functional requirements. With nine years general experience, of which seven years is specialized, a degree is not required. 18. Sr. Internet Web Systems Engineer A. Duties: Analyzes complex business requirements. Designs inter/intranet system specifications based on business and functional requirements. Manages Internet/intranet application development, testing and documentation. Determines and implements application/Internet server needs. Provides administration and optimization of Internet servers and applications. Evaluates new Internet technologies and provides strategic planning for Internet applications to senior management. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of 8 years experience, of which 6 must be specialized. Specialized experience includes demonstrated experience managing application development and experience administering UNIX, Windows NT, and with advanced HTML, CGI, PERL, and/or Java. General experience includes increasing responsibilities in application design and development. 1. With a Master's Degree (in the fields described in B above): 4 years of general experience, with at least 3 years of specialized experience, is required. 2. With 12 years of general experience, of which 10 of the 12 years must be specialized experience, a degree is not required. 19. Internet Systems Engineer A. Duties: Analyzes functional needs, designs specifications for and develops Internet/intranet applications using web-based technologies. Tests, debugs, and refines applications to fill required function. Prepares required documentation, including system-level and end user-level documentation. Assists Senior Internet Systems Engineer in determining application server needs and configuring Internet server. Implements Internet/intranet applications and serves as an administrator for the Internet server. Enhances applications as necessary, to improve efficiency or performance. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of 4 years experience, of which 3 must be specialized. Specialized experience includes demonstrated development experience of inter/intranet applications using advanced HTML, CGI, PERL, and/or Java. General experience includes application development and/or knowledge and administration of UNIX and/or Windows NT servers for Internet applications. 1. With a Master's Degree (in the fields described in B above): 2 years of general experience are required. 2. With 6 years experience, of which at least 4 of the 6 years are specialized experience, a degree is not required. 20. Sr. Internet Graphics Specialist A. Duties: Responsible for all top-level design and implementation of Internet content. Duties include meeting with customers, consulting, designing entire web sites, assigning other graphic tasks, and minimal project management. Shall be responsible for all high-end design and implementation of all graphic related content. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Fine Arts or other related discipline. This position requires a minimum of 5 years experience, of which at least 4 years must be specialized. Specialized experience includes: demonstrated design, design management, jobs consulting, use of graphics tools and applications. General experience includes increasing responsibilities in Web page graphic design, page layouts. 1. With more than 6 years experience (in the fields described in section B above), a degree is not required. 21. Internet/Web Graphics Specialist A. Duties: Responsible for all web related graphic elements. Duties include layout, design, composition and programming of web related documents. Shall be responsible for assisting in all graphical Internet available products. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Fine Arts or other related discipline. This position requires a minimum of 3 years experience, of which 2 years must be specialized. Specialized experience includes: demonstrated skills in design, HTML, JavaScript. General experience includes increasing responsibilities in Web page design. 1. With more than 3 years experience (in the fields described in section B above), a degree is not required. 22. Web/Multimedia Specialist A. Duties: Responsible for all interactive elements related to Internet content. Duties include video editing and processing, scanning, presentation creation. Shall be responsible for all high-end web delivery requirements. B. Qualifications: A Bachelor's degree in Computer Science, Information Systems, Fine Arts or other related discipline. This position requires a minimum of 2 years experience in design or multimedia delivery. Skills in video editing, presentation tools and streaming software are required. 1. With at least 5 years experience (in the fields described in section B above), a degree is not required 23. Production Coordinator A. Duties: Responsible for all interaction between the customer and the production staff. Duties include meeting with customer, requirements and specifications assessment, assist in setting budgets, job tracking, deliverables and tasking all areas (graphic, programming, systems). B. Qualifications: A Bachelor's degree in Business, Computer Science, Information Systems or other related field. This position requires a minimum of 4 years experience in management. Knowledge of delivery methods from all disciplines required. 1. With at least 5 years of experience (in the fields described in section B above), a degree is not required. |
